Panel Registers Request for Inspection related to Mozambique: Cyclone Idai & Kenneth Emergency Recovery and Resilience Project
The Panel received a Request for Inspection on October 14, 2026 related to the Mozambique: Cyclone Idai & Kenneth Emergency Recovery and Resilience Project (P171040) and subsequently issued a Notice of Receipt on November 6, 2025. The Request was submitted by seven individuals from Beira City, Sofala Province, who claim to have been adversely affected by civil works under the World Bank-financed Project intended to support recovery of infrastructure and livelihoods impacted by Cyclones Idai and Kenneth.
The Request describes specific impacts on each of the seven families, including allegations of partial or complete demolition of residential and commercial properties, loss of land without prior notice, an inadequate resettlement process, and unfair compensation. The Request alleges a lack of participation, consultation, and disclosure of information regarding Project design and the resettlement process. It further alleges that successive changes to the drainage channel alignment, without notice, caused families—unaffected under the original alignment—to become impacted. Furthermore, the Request claims that some of the affected persons have been pressurized to withdraw their grievance complaints to the Bank, and so they are concerned about the possibility of reprisals.
After conducting its initial due diligence and meeting with the World Bank Management on October 1, 2025, the Panel registered the Request on December 2, 2025. The Panel’s registration implies no judgment whatsoever concerning the merits of the Request.
As mandated in the Inspection Panel process, the World Bank Management shall provide the Panel with a response to the issues raised in the Request for Inspection within 21 days after the Notice of Registration. After receiving Management’s response and engaging with the relevant stakeholders, the Panel shall make a recommendation to the Board of Executive Directors on whether or not the case should be investigated.
